The Harbinger can be found in the Shivering Step near the ruins.
Upon speaking to The Harbinger the quest The Harbinger will be completed.
Once you speak to the Curator, Harbinger, Gatekeeper, and Bridgekeeper, Kio the Light Keeper will shout in the chat 'Ah, it's starting soon! Come and get your torches!'
