The Gatekeeper can be found in the Shivering Step near the entrance gate to the docks.
Upon speaking to The Gatekeeper the quest The Gatekeeper will be completed.
Once you speak to the Curator, Harbinger, Gatekeeper, and Bridgekeeper, Kio the Light Keeper will shout in the chat 'Ah, it's starting soon! Come and get your torches!'
