Kio the Darkbringer will only appear when you change the lighthouse flame from red to blue using the Blue Burnstone.
Kio the Darkbringer has a unique mechanic when the blue light from the lighthouse touches him he begins to heal.

Captured Light in their inventory, another will not drop.
