1. Talk to Corporal Slate next to the gate up to Stowaway's Step and ask about his [problem].
2. He will give you Deportation Papers and ask you to deliver them to Kio the Light Keeper outside the lighthouse.

Journal Entry
Kio's Papers	Deliver the deporation papers to Kio the Light Keeper at the Lighthouse and collect his Gate Key for your own use.

3. Hand the Deportation Papers to Kio, who is all too happy to leave. He will give you the Stowaway Steps Gate Key.

Notes

• If the Deportation Papers are destroyed, another can be obtained by returning to Corporal Slate and prompting him with [problem] again.
• The Stowaway Steps Gate Key allows players to leave the Docks and access the rest of Stowaway's Step by opening the gate next to Corporal Slate.
