The Customs Guard is the first NPC you'll meet on entry to Stowaway's Step he gives the quest Stowaway Registration upon talking to him.
Greeting message:
| Welcome to Stowaway's Step, stranger. Please go check in at the [office] up ahead. Here is your dock pass. Give it to the agent inside. Do not lose it! |

Yes, the big building just to the right of the dock here. See Wendyl inside with your papers to register. |
If you hail him again after recieving the Dock Pass:
| You already have the item! |
