To start the quest talk to Wally Waldorf outside Treven Pines' shop and then prompt him with [Moongill]. You will want to purchase the fishing rod and the fishing book from Treven Pines' shop and then learn it . Moongill are caught at night in the water surrounding Stowaway's Step.
