Percy Ildia is located on the Docks on Stowaway's Step behind the registration office. He is the quest giver for Percy's Seaspice.

If you give him [Seaspice]:
| Yes! Thank you! ...oh, erm... here - take this note to that Captain lady on the dock who's getting ready to leave. She owes me a favor, and she'll get you to Erenshor. Nice doin' business with ya! |
After completing the quest Percy's Seaspice and then saying [what] to him again:
