Occuphage, Eater of Eyes is an NPC located inside the Lighthouse on the Docks (Stowaway's Step). After entering using the Stowaway Step Lighthouse Key you should walk down the steps to the drop-off point and fall down, here you will be transitioned into a secret section of the Island Tomb beside Occuphage. It is also the quest rewarder for Seaslimed Bracelet.
