To start this quest speak to Foreman Hauck who is under the tent in front of the mines, which are to the left of the entrance gates in Port Azure just near the entrance and prompt him with [prisoners]. It can be completed by handing him a Aged Interrogation Note dropped by a Tortured Prisoner in the Lost Cellar
